  Time for 2006 NAFTA Certificate Renewals

(Toronto, November 21, 2005)… It is time to renew Blanket NAFTA Certificates of Origin for the calendar year of 2006 if you have not already started this process.

Shipments claiming preferential treatment without a valid NAFTA Certificate are subject to an AMPS (Administrative Monetary Penalty System) transactional penalty of $1,000 for a first infraction and escalating penalties for repeat infractions.

To avoid potential penalties, shipments arriving in Canada without a valid NAFTA Certificate will be subject to duty upon import. Remember, a 2005 Blanket Certificate is not valid for 2006 shipments.

If a Certificate is obtained post import, a claim to recover the duties paid may be presented to the Canada Border Services Agency (CBSA) for up to one year after
import.  Duty is refundable, penalties are not.
