| Major delays
at CN Brampton Intermodal Terminal |

We
are facing a truckers’ protest at the CN Brampton
Intermodal Terminal (CN BIT). The protest is in response
to a new gate reservation system introduced on August 26
at the CN BIT that is delaying the movement of containers
by up to six hours.
Under the new system, truckers are supposed to book a
time to pick up or drop off a container. However, when
they arrive at the appointment, due to congestion at the
terminal, they are waiting long past their scheduled time.
The implementation of the reservation system, coupled with
the existing congestion problem at CN, is extending the
grounding times for import containers coming in by rail
to CN BIT. At the same time, it is becoming very difficult
to accommodate last-minute bookings of export containers.
Despite these delays, storage or demurrage charges incurred
due to this situation will ultimately be the responsibility
of the importer.
