| Positive developments
at CN's Brampton Intermodal Terminal |

(Toronto, September 16, 2003)
While
there is still a backlog of about 3,000 containers at CN's
Brampton Intermodal Terminal (BIT), there have been positive
developments:
| 1) |
CN's Truck Division beefed up its operation
and started delivering import containers over the weekend.

| 2) |
CN has committed to 60-minute turn times at the BIT
facility for the short term, and has increased management
at the terminal to assist drivers that are delayed.

| 3) |
Local truck owners have agreed to return to work.
|
| 4) |
Cartage firms have agreed to pay the drivers for
waiting time at any terminal that goes beyond one hour
waiting time. This emergency surcharge will be passed
on to the importer.

It will be a gradual clearing process
and this situation is expected to continue for quite a while. The
backlog is already stretching beyond the terminals, and fully
loaded
trains are already sidelined until unloading space will
become available at the terminals. Additional Trade
