| New security requirements for commercial drivers licensed in Canada |

Effective August 10, 2006, drivers licensed in Canada who haul dangerous goods into the United States will need a valid FAST card, issued by the Canada Border Services Agency (CBSA) or U.S. Customs and Border Protection (CBP).
The new regulation, part of The Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEALU), requires that commercial drivers licensed in Canada or Mexico may not transport hazardous materials (hazmat), including explosives, within the U.S. unless they have undergone a background check similar to that required for U.S. operators with a hazmat endorsement.
It's expected that rollout of the new regulation will be subject to some flexibility because the governments of both Canada and the United States recognize that some drivers will need time to complete the FAST application process.
