  PARS replaces FIRST Program February 1, 2008

(Ottawa, January 18, 208)… After the Frequent Importer Release System (FIRST) Program ends January 31, 2008, carriers must submit their documentation in advance of arrival using PARS (Pre-Arrival Review System).  Failure to use PARS means freight may be delayed.

The FIRST Program was a customs clearance release option available to pre-approved low risk importers.  It allowed the use of a bar coded lead sheet that required no pre-advance notification for qualifying goods imported from the US.
