(Ottawa, January 18, 208) After the Frequent Importer Release System (FIRST) Program ends January 31, 2008, carriers must submit their documentation in advance of arrival using PARS (Pre-Arrival Review System). Failure to use PARS means freight may be delayed.
The FIRST Program was a customs clearance release option available to pre-approved low risk importers. It allowed the use of a bar coded lead sheet that required no pre-advance notification for qualifying goods imported from the US.
