As of October 17, 2016, the category of Registered Shipper will no longer exist in Canada. If you wish to be able to secure your own cargo through a screening process applied at the time of packing, you can apply to the Air Cargo Security Program to become a Known Consignor. Otherwise, your cargo will need to be screened prior to being uplifted on certain domestic, trans-border and international aircraft as of October 17, 2016.
If you have not already submitted a Known Consignor application to the Air Cargo Security Program, your company would need to submit one by 11:59 pm (local time) on March 31, 2016 in order to allow for it to be processed and approved before next fall. Applications received after this date will continue to be processed, but will not likely be finalized before the October 17, 2016 regulatory changes go into effect. As a result, your company could experience additional delays and fees associated with the screening of your cargo until such time as your application has been approved.
Your status as a Registered Shipper will remain until October 16, 2016, at which time you will be automatically transitioned to the Account Consignor category with the Air Cargo Security Program. The Account Consignor status is necessary for those wishing to ship to the United States, however, note that your cargo will still have to be screened before it can be uplifted onto a trans-border flight.
