Part of US Surtax Remission Order set to expire tomorrow - Universal Logistics Trade Alerts - October 10, 2025

Toronto, October 15, 2025

As a reminder, part of the US Surtax Remission Order, as noted in Customs Notice 25-19: United States Surtax Remission Order (2025), is set to expire October 16, 2025.

Imports from the U.S. into Canada claiming remission, on goods still subject to the 25 percent Retaliatory Tariff, utilizing one of the following are impacted:

  • Public Health, Public Safety, and National Security, as outlined in sections 1 and 5 of the Order, and eligible for remission per the Order under Special authorization code 25-0466A.
  • Health Care, as outlined in sections 2 and 5 of the Order, and eligible for remission per the Order under Special authorization code 25-0466B.
  • Manufacture, Processing or Packaging, as outlined in sections 3 and 5 of the Order, and eligible for remission per the Order under Special authorization code 25-0466C.

The Department of Finance is expected to issue a final decision later today as to whether or not the Remission Order will be extended.  If not extended, the remission will no longer be available for subject goods imported into Canada beginning tomorrow.
