Under CPT Incoterms, the seller pays to bring the goods to the named place of destination, but the risk of loss or damage and any costs relating to the goods while in transit pass to the buyer once the goods are handed over to the carrier. The Administrative Monetary Penalty System (AMPS) was introduced by the Canada Border Services Agency (CBSA) effective October 7, 2002. The master penalty document outlines 181 contraventions and the responsibility for these contraventions has been downloaded to the Canadian importers and exporters.
