USA Trade War Update: 50% Tariffs on 407 New Steel and Aluminum Derivative Products Effective Today - Universal Logistics Trade Alerts - August 18, 2025

Toronto, August 18, 2025

On Friday, August 15, 2025, at 4:15 p.m. EDT, the US Department of Commerce issued an additional 407 HTS Codes to the list of steel and aluminum derivative products subject to tariffs under Section 232.  The new duties apply to goods entering the U.S. for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT today, August 18, 2025.

Official publication in the Federal Register will be issued tomorrow, August 19, 2025.  An unpublished version may be found here.

These tariffs will apply to the steel and aluminum content of the affected products, while non-steel and non-aluminum content will remain subject to applicable reciprocal or other tariffs.

Complete HS Tariff Classification Lists:

Note, with the new listings there are 84 HS classifications which appear on both the steel and aluminum lists – commodities which contain both steel and aluminum require reporting (value breakdown and country of melt/pour and smelt/cast) for both types of metal accordingly.

There are no exceptions for in-transit shipments.

Commodities which are made from steel that was melted and poured (or smelted and cast for aluminum) in the United States are not subject to these additional tariffs.

Breakdown of values on Import Documents

Importers must provide, with each shipment, the value of the steel and/or aluminum content (for goods on the Derivative Lists) in order that the applicable tariffs are calculated on the steel and/or aluminum content only.  If no values are provided for the steel/aluminum content, the 50% tariff will apply to the full value of the goods.

No drawback shall be available with respect to the duties imposed.
