It will be at least a year before freight forwarders are required to transmit advance house bill data on consolidated freight electronically to the Canadian Border Services Agency (CBSA) – known formally as eHBL. During this period, penalties for non-compliance will not be issued for pre-arrival submission of house bills. Freight forwarders who transmit electronic house bills may receive report cards from the CBSA on the data quality of their transmissions, however, until systems enhancements are completed and tested, eHBL remains voluntary.
