Today, March 4th, US President Donald Trump issued 25 percent tariffs on goods made in Canada (10 percent on energy products), and Mexico, along with an additional 10 percent tariff on China over and above other tariffs. The tariffs took effect at 12:01 a.m. March 4, 2025.
The US Customs and Border Protection have issued the following notices:

CSMS # 64297449 – GUIDANCE: Additional Duties on Imports from Canada
CSMS # 64299816 – UPDATE – Additional Duties on Imports from China and Hong Kong
In a statement from Canadian Prime Minister, Justin Trudeau:
“Canada will not let this unjustified decision go unanswered. Should American tariffs come into effect tonight, Canada will, effective 12:01 a.m. EST tomorrow, respond with 25 per cent tariffs against $155 billion of American goods – starting with tariffs on $30 billion worth of goods immediately, and tariffs on the remaining $125 billion on American products in 21 days’ time. Our tariffs will remain in place until the U.S. trade action is withdrawn, and should U.S. tariffs not cease, we are in active and ongoing discussions with provinces and territories to pursue several non-tariff measures. While we urge the U.S. administration to reconsider their tariffs, Canada remains firm in standing up for our economy, our jobs, our workers, and for a fair deal.”
Canada’s list of Retaliatory Tariffs remains the same as the list previously issued in February.
Customs Notice 25-10: United States Surtax Order (2025-1)
- Effective March 4, 2025, certain goods imported into Canada and originating in the U.S. are subject to a surtax in the amount of 25% of the value for duty in accordance with the United States Surtax Order (2025). The value for duty is determined in accordance with sections 47 to 55 of the Customs Act. The Schedule to the United States Surtax Order (2025) contains a complete list of goods subject to the surtax.
- The surtax will only apply to goods that originate in the U.S., which shall be considered as those goods eligible to be marked as goods of the U.S. in accordance with the Determination of Country of Origin for the Purpose of Marking Goods (CUSMA Countries) Regulations.
- The surtax will apply to goods imported for commercial and personal purposes, even when exported from a country other than the U.S. into Canada.
